Upload an institution KPI workbook (XLSX or CSV) → pick the definitions sheet → preview exactly what would be created → commit. It creates goals + faculties and records the declared status/values. Executed status stays derived from accepted evidence, so declared-without-evidence surfaces as an over-claim. Evidence links become pending evidence — never auto-accepted. Idempotent, reversible, purgeable.
